Established in 1970, American Truck Dealers (ATD), a division of the National Automobile Dealers Association (NADA), provides programs and services to this highly specialized segment of its membership. ATD represents more than 1,800 franchised medium- and heavy-duty truck dealers holding nearly 3,000 separate franchises, domestic and import.

Keynote Speakers

Steve Parker



Steven E. Parker is president of Baltimore Potomac Truck Centers, Inc. in Linthicum, Md. After graduating from Gettysburg College in 1973, he began working for the Goodyear Tire & Rubber Company. Following that, he went to work at the family's single location Mack Truck dealership in downtown Baltimore, Md., which later moved to its current location in Linthicum. Over the years the business expanded. Today, the third-generation, family-owned dealership group operates five full-service commercial truck dealership locations in Maryland and Virginia, and includes franchises for Mack, Volvo and Hino Trucks. As chairman of the American Truck Dealers (ATD), Parker represents franchised medium- and heavy-duty new-truck dealers on the board of directors of the National Automobile Dealers Association. (Term: January 2016-April 2018)

Doug Greenhaus

Chief Regulatory Counsel, Environment, Health and Safety


Douglas Greenhaus is NADA’s chief regulatory counsel for environment, health and safety. Greenhaus represents dealer interests before federal agencies such as the Environmental Protection Agency, the Department of Transportation and the Department of Labor. He advises and counsels NADA members and staff on federal regulatory matters and has authored numerous trade publication articles and educational materials. Before joining NADA, Greenhaus worked for the EPA in Washington, D.C., and for the Commonwealth of Massachusetts.

Paul Metrey


VP of Regulatory Affairs and Chief Regulatory Counsel, Financial Services, Privacy and Tax

Paul D. Metrey is the vice president of Regulatory Affairs and Chief Regulatory Counsel, Financial Services, Privacy, and Tax for NADA. In this capacity, he represents dealer interests before- and educates dealers on regulations promulgated by federal executive branch agencies that oversee dealer operations. Metrey is the author and editor of numerous NADA publications, including the NADA-NAMAD-AIADA Fair Credit Compliance Policy & Program. He frequently speaks to dealers, Automotive Trade Association Executives, dealership compliance professionals and other industry groups on an array of regulatory topics, including recent federal developments in the areas of credit, privacy, identity theft, telemarketing and taxation. Metrey joined NADA in 2001 as its director of Regulatory Affairs. He previously served as an attorney with the Federal Emergency Management Agency and as an active duty Army JAG officer, with assignments in Germany, The Netherlands and Fort Meade, Maryland.
