Overview
The PHADA Annual Convention & Exhibition brings together public housing authority leaders to meet face to face with their peers to discuss current critical industry issues and developments.
Why Attend – 2023
The Convention includes three days of engaging sessions and plentiful networking opportunities. It will provide the latest information and tools housing authorities need to run their agencies in challenging times.
There will be several sessions to provide attendees with important information coming out of Congress and HUD. Some topics include the proposed FY 24 Budget and related issues such as the congressional debt ceiling debate.
Other sessions will focus on possible changes in HUD’s assessment programs, PHAS and SEMAP, and the latest on implementation of the Build America, Buy America (BABA) rule. There will also be sessions on a possible new Annual Contributions Contract, and an updated Affirmatively Furthering Fair Housing regulation. Other topics that will be covered include tenant screening changes, new RAD rents, and revised Violence Against Women Act (VAWA) procedures.
In addition to these sessions for executive directors and their staffs, PHADA will provide training for commissioners. Expected sessions will cover strategic and succession planning, dealing with HUD’s budget uncertainty, ethics, and current events in housing, among other topics.

PHADA’s 1,900 member housing agencies represent over 1.9 million low-income housing units throughout the United States. Their members manage small, medium, large, rural, and urban housing authorities that run programs including public housing, housing choice vouchers, Rental Assistance Demonstration (RAD), and a variety of other innovative public-private partnerships.
PHADA also works closely with members of Congress in efforts to develop sensible and effective public housing statutes and obtain adequate funding for low-income housing programs, in addition to advocating before the U.S. Department of Housing and Urban Development (HUD) on a variety of regulations governing public housing nationwide.
